What Is a Certificate of Fitness?
Under the Merchant Shipping (National Small Vessel Safety) Regulations, 2007, all qualifying vessels must be inspected annually and issued a Certificate of Fitness (COF). Think of it as a roadworthy certificate for your boat — without it, your vessel is not legally permitted on public waterways in South Africa.

Who Needs a Certificate of Fitness?
A COF is required for:
- All vessels with an engine larger than 15HP
- All vessels longer than 3 metres
- Power boats, motor boats, and motorised fishing craft
- Jet skis and personal watercraft (PWC) in qualifying categories
